A build focused around PvP and battlegrounds but can easily be used in PvE with some ability changes.
Taking majority of notes from Kristofer ESO Dedication Build (https://www.kristofereso.com/deadication), I wanted to flip it from a stam necro to a stam sorc.
You should be running the Seventh Legion set, Gryphon's set and Agility set with one monster piece that increases weapon damage.
Seventh Legion Helm -Heavy- (Impenetrable) + Molag Kena Shoulders -Medium- (Divines) + 5 Piece Gryphon's on the rest of the body (3 Impenetrable, 2 Divines). All are enchanted with Stamina.
Necklace of Agility + Seventh Legions Ring + Seventh Legions Ring (All Robust, Healthy or ideally Infused if you can). All infused with Increase Weapon Damage.
Main Hand Weapon = Greatsword of Agility (Sharpened is fine but ideally want Nirnhoned)
Second Bar = Seventh Legions Bow (Infused). Enchant with Glyph of Weapon Damage.
PLS PLS PLS JUST MAKE YOUR WEAPONS GOLD QUALITY, THIS WILL INCREASE WEAPON DAMAGE BY AN EXTRA 200.

I also want to make it clear that the reason I have so many points into health is because I am playing from Australia and sit at about 300+ping. This means I have a 2-5 second delay on abilities and weapon rotations. The bigger the health pool is for me means I have a higher chance to cast abilities and survive. If you have ping below 100 you should be fine putting all points in stamina.

*I'm not saying this will be optimized as a perfect counter towards lag, but it definitely helps*
