Potion:

Essence of Spell Critical: Increase Spell Critical, Restore Health and Magicka (Bugloss + Lady's Smock + Water Hyacinth);

Essence of Health: Restore Health, Magicka and Stamina (Bugloss + Columbine + Mountain Flower);

Race:

Altmer: Another good choice, especially due to increased spell damage. The stamina return on High Elf is really nice, and you can always use more stamina recovery as a magicka character in PvP.

Argonian: Obviously the master race of PvP, the potions passive makes Argonians a really strong choice. The increased healing and healing received, combined with the increased health, will make you significantly more “tanky” in PvP, at the expense of some damage. I would strongly recommend Argonian to anyone new to the class, or not comfortable with sustain in PvP.

Breton: The racial changes made this race the best choice for builds that rely on “spamming a lot of abilities” due to their magicka recovery and cost reduction buffs. The additional spell resist is a great benefit.

Dunmer: Dark Elf is a great “all around” choice as it gets very good maximum magicka and stamina with more spell and weapon damage. Jack of all, master of none, but gets the job done.

Imperial: I chose Imperial because of role play, but it also has some good passives.
