Build description

Gear:
The bar's shown are for 5pc Kagrenac's, 2pc Engine Guardian, 2pc Torug's act and 3pc Willpower. It works great, I can keep any competent team alive aside from one shots with it while dealing some damage myself. Best in slot gear would be either 5pc Spell Power Cure and 5pc Worm's Raiment/5pc Elegance. These bar's also work with SPC and WR, but if you use Elegance instead of WR you have to switch it up so that your main source of damage is your heavy attack from your restoration staff, and you should also put all the points from Thaumaturge into Staff Expert. Either one is viable; while the WR has higher utility and damage, the Elegance idea would have better heals. I'm a more aggressive healer, so I chose to highlight the WR idea.

Your enchants should be all magicka on your gear, spell power or magicka return on your staff, 2 things of spell power on your jewelry with one magicka regen. Your swords don't matter, as you're never in melee range.

Your traits will be infused on head, chest, and legs, divines on the rest. Precise weapons.

Bars:
The main premise of the build is to have your HoT's do all the hard work of healing while you keep your team happy with resources and you also help out wiht damage. Your back bar is your setup. Use ritual of retribution as your timer to go back and reset everything. Only use Siphon spirit on bosses. RoR is a great skill that heals decently and damages decently on an AoE scale, and gives you Major Mending. Rapid Regneration is a monster healer that is the main method of keeping people alive. Cast it twice in a group of four to get everybody. Repentance gives you some nice regen when you need it and gives free heals and stamina back to your dps and tank. Siphon Spirit is great for bosses, as your magicka dps can keep firing away and everyone gets some great heals. Breath of Life is your red button for when someone gets below 50% health. Keep it double barred so that oh no can be solved with a single button no matter what you're doing. Barrier adds more regeneration and is a nice oh no ultimate for when your team is going down and you're out of magicka, or just to start a fight, or if you need to res someone and you're the only one alive; it's a versatile skill. Put on Remembrance for certain bosses that do massive aoe burn phases.

Your main bar is where you'll be spending most of your time. Put some purifying lights out in trash groups so that pools of healing are scattered about, and on bosses keep it up for both healing and adding dps. Casting it also gives your magicka dps more spell power due to passives, so make sure you do that often. Blazing Shards is your main attack, doing great AoE and offering up some stamina. Cast this every 2 or 3 seconds, as your regen will be high enough to replace what you use on the skill. This type of casting will also likely proc Engine Guardian. Structured Entropy is there for the mages guild passives, more health, and major sorcery. Inner light is there for the magicka, spell crit, and mages guild passives. Solar Prison is a monster group ultimate that does amazing damage when your group is on top of synergies, as well as gives back some resources to those that have undaunted command.

Race:
Breton is and forever will be the best race for a templar healer. But Argonian with the new update is now viable if you choose to use something other than a Breton.
